If you have installed DTS Components after you installed SQL Server 2008 (R2) tools like Management Studio, you have to change the order of the PATH elements. The elements for DTS must be before the elements for SQL Server 2008.
For example should the element "C:\Program Files\Microsoft SQL Server\80\Tools\Binn\" appear before the elements like "C:\Program Files\Microsoft SQL Server\100\*".
