Re-activate old database record?

Hi,This article suggest that if you delete the client from the console, the heartbeatdiscovery re-activates the old database record. In our scenario (SCCM2007 R2)this is not reproducible. When our record is deleted and the Discovery DataCollection Cycle is initiated on the client, a new ResourceID is created for that client.
