This article assumes that it's a server side issue for any event ID 38, which is only half true. Event 38 could happen when 1) server side issue such as license database corruption; or 2) client CAL corruption. Needless to say, if it's scenario #2, then what you have to do is to just remove that client CAL instead of tearing whole license server down! Instructing users right into the action of removing/reinstalling license role is too dramatic for issues that could be very small.
