In response to the above post, I neglected to note that my downloaded binaries were staged in a driveletter:\WSUS\WSUSContent folder (not the UpdateServicesPackages folder ...) because I'd upgraded through several iterations of WSUS. Make sure your source data folder is set to the actual location of your update store on the source server.
