I found many jobs related to Outlook 2007 Offline Address Book(OAB) stuck in the queue, not clearing even after restarting the BITS service. This was true even after removing Office 2007, restarting, installing Office 2010 SP1, restarting.The fix for us was done by simply running the Verify command: "bitsadmin /list /allusers" and seeing the total list of 60 jobs, most were Offline Address Book from Office 2007.run 'bitsadmin /reset'Restart Outlook.
