To enlist the partition on a Read Only DC you have to use ntdsutil and use the following commands:
partition management
connections
connect to server <servername>
q
add nc replica <Distinguished name of partition> <RODC FQDN>
q
q
This seems to work fine, While Dnscmd gives errors.
