When Child is null

I have hundreds of issues some have sub issues others do not. Is there a way to modify this code so that when there is no child value for a parent it defaults to unassigned or removes all possible options? This code though documented doesn't do that; rather if there is no child it simply keeps the old values present without removing them on the onchange.
