I got errors reporting that the mirror server did not exist or could not be contacted when trying to set the partner on the principal. As I suspected, this was another error message totally unrelated to the real problem. GRANT CONNECT ON ENDPOINT was needed on the principal endpoint to complete the handshake even though I was running each instance with the same domain service account. The mirror endpoint did not require a GRANT CONNECT ON ENDPOINT. :)
