Result of part 2 of Example C

Why does the result of part 2 of Example C show the rows not ordered by CountryRegionName? It shows Carson from the United States before Varkey Chudukatil from France. I assume that part 2 of Example C would order all of the rows by CountryRegionName, meaning that the bottom rows would only show people from the United States.
