Check cmd.exe permissions

http://support.microsoft.com/kb/867466 My symptoms were that the job would run in the foreground (but fail when running in the background). It would also work when the 'run as' user had Admin permissions. After granting the user BATCH permission to the cmd.exe file, it would run without the Admin permissions.
